Options - Define a new set of options for a given name.

Options defines a set of options for a name.
The options are supplied in a dictionary. Old
option values are overwritten by this operation.
Options should be used to initially define a
set of options for a given name. Use SetOptions
to modify one or more options from this set.
In addition to the supplied options, Options adds
the options /DefaultOptions with the original option
values.
It is suggested that you use a C++-like notation to indicate the
availability of the function, if the function is defined in some
"namespace" dictionary.
For example: "arr::Mean".
